This accessibility statement applies to the FutureGoals website:

This website is run by the West Yorkshire Combined Authority. We want as many people as possible to be able to use our website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • accordions are not keyboard operable.
  • it is not always clear which page element has focus.
  • some interactive elements are not announced in a useful way by the screen reader.
  • some content is overlapped or truncated when using FireFox at 200% text zoom

Page design

1: Some of our images contain text. This text cannot be changed or manipulated to suit user preferences so may be difficult for some users to read. This fails WCAG success criterion 1.4.5 (Images of Text). We plan to resolve this issue by [June 2025].

2: Text gets cut off when enlarged on main pages when viewed with text resized to 200% using custom browser settings in Firefox. This fails WCAG success criterion 1.4.4 (Resize text).

Page structure

1: Our website is missing key ARIA page landmarks or have duplicate ARIA landmarks, which can make it difficult for some users to discern the structure of the webpage. This fails WCAG success criterion 1.3.1 (Info and relationships).

We plan to review and update page landmarks to ensure they are used correctly across the site by [June 2025].

 

Navigation, links and buttons

1: The focus order through the main navigation is not as logical or efficient as it could be, which can make it confusing and time consuming for some users. This fails WCAG 2.1 success criterion 2.4.3 (Focus Order)

We plan to change the focus order through the main to ensure it is logical by [June 2025].

2: The navigation is not correctly announced by a screen reader on mobile or desktop. This can make it difficult for blind users to use the main menu or understand the structure of the content contained within. This fails WCAG success criterion 4.1.2 (Name, Role, Value).

We plan to resolve these issues with the navigation so it is announced accurately by a screen reader by [June 2025].

3: The purpose of links is not always clear from the text alone, which will affect screen reader users when they list links. This fails WCAG success criterion 2.4.4 (Link Purpose (In Context)).

We plan to change all links so they are meaningful without the context of the surrounding text by [June 2025]. Any new links added will also have clear purpose.

4: Some elements are missing a visible focus indicator, including the social media icons in the footer and ‘Take the Buzz Quiz’ button, while others have only a faint focus indicator, such as 'Read more posts' and 'Read more news' buttons. This is issue is most prevalent when using Mozilla FireFox. This makes it hard for keyboard users to identify which part of the site is active and fails WCAG 2.1 success criterion 2.4.7 (Focus Visible)

We plan to resolve these focus issues by [June 2025].

5: It is not possible to dismiss the menus that appear on hover in the main navigation without moving the pointer. This fails WCAG Success Criterion 1.4.13 (Content on Hover or Focus).

We plan to resolve this hover issue by [June 2025].

6: At 200% and 400% zoom, the dropdown menus within the hamburger menu, such as those below 'Advice' and 'What's happening?', cannot be accessed using the keyboard. This fails WCAG success criterion 2.1.1 (Keyboard).

We plan to resolve this hover issue by [June 2025].

 

Interactive forms

1: The error messaging on our forms is generic in places and does not describe how to correct the error. This fails WCAG success criterion 3.3.3 (Error suggestion)

We plan to change our error messaging so it accurately describes the issue and how to fix it by [June 2025]. Any new forms will be added with descriptive error messaging.

2: The error messaging on our forms is not announced by the screen reader so blind users will be unaware an error has occurred. This fails WCAG success criterion 4.1.3 (Status Message).

We plan to make the error messaging assertive by [June 2025].

 

PDFs

A number of our PDFs are not fully accessible. We are working through these to improve accessibility and aim to have all issues resolved by [June 2025].

 

Cookie policy

1: When viewed with text resized to 200% using custom browser settings in Firefox, some of the text within the cookie policy is overlapped. This fails WCAG success criterion 1.4.4 (Resize text). We plan to resolve this issue by [June 2025].

 

West Yorkshire Adult Education Budget Learning Providers Map

  1. The West Yorkshire Adult Education Budget Learning Providers Interactive Map planner has a number of issues that will make it difficult for screen reader users and those navigating the website using a keyboard to effectively engage with. We have supplied the information within the map as an accessible HTML webpage and plan to have the map issues resolved by [June 2025].

 

Buzz Quiz

  1. The main content is not included in the keyboard tabbing order so is inaccessible to people who rely on this form of navigation. This fails WCAG success criterion 2.1.1. We plan to resolve this issue by [June 2025].
  2. Content can be accessed with a screen reader when in browse mode (i.e. using the arrow keys), however, the order in which content is announced does not always maintain meaning. As a result, a screen reader user might not get that they need to select one option or the other. This fails WCAG success criterion 1.3.2. We plan to resolve this issue by [June 2025].
  3. Heading levels are not always used in the correct way. This fails WCAG success criterion 1.3.1. We plan to resolve this issue by [June 2025].
  4. No indication is given by a screen reader that the checkboxes are interactive elements. As a result, someone using a screen reader will likely struggle to engage with this functionality. This fails WCAG success criterion 4.1.2. We plan to resolve this issue by [June 2025].
  5. As each new question loads, focus does not return to the top of the quiz. This requires additional work to answer the questions an fails WCAG success criterion 2.4.3. We plan to resolve this issue by [June 2025].

 

What we are doing to improve accessibility

We have identified a number of areas within this statement that do not comply with WCAG 2.1 guidelines. We plan to re audit our website by the end of June 2024 to validate resolutions to any areas that failed WCAG 2.1 listed in this accessibility statement.

Content that’s not within the scope of the accessibility regulations

Some interactive maps on our site are difficult for screen reader users and those navigating the website using a keyboard to effectively engage with. Interactive maps are exempt from regulations as long as the essential information is provided alongside the map in an accessible format.

This statement was prepared on 19 July 2021. It was last reviewed on 30 May 2024.

This website was last tested on 25 April 2024. This website was tested for compliance with the Web Content Accessibility Guidelines V2.1 level A and level AA, and the test was carried out by Web Usability Partnership Ltd.

We used the Website Accessibility Conformance Evaluation Methodology (WCAG-EM) approach to deciding on a sample of pages to test.
